The last two weeks saw long committee agendas, late nights, and tense discussions as lawmakers fought to get their bills heard. Though the end of committee hearings&nbsp;<span style="font-size: 16px;">signals a significant shift at the Capitol, it doesn't necessarily mean an end to the session is near.</span></span></p><hr /><h3>Pharmacists' Test-and-Treat Bill Makes a Surprise Appearance</h3><p><span style="font-size: 16px;">Committees' final push included a surprise&nbsp;</span><span style="font-size: 16px;">strike-everything amendment for pharmacists’ attempted scope expansion, which would allow them to prescribe for flu, strep, COVID, and HIV PrEP. <p><span style="font-size: 16px;"><strong><a href="https://apps.azleg.gov/BillStatus/GetDocumentPdf/539166" target="_blank">Senate Bill 1628 (claims denial; prior authorization; reporting)</a></strong> — which would require insurers to report data on medical claims and prior authorization denials — is scheduled for a hearing in the House Health &amp; Human Services Committee on Monday. </span></p><p><span style="font-size: 16px;">The bill would require insurers to report key data to the Arizona Department of Insurance and Financial Institutions.                 <p><strong>Senate Bill 1628</strong> passed the Arizona State Senate with unanimous approval and is now awaiting a hearing in the State House. When enacted, the bill will require medical insurers to report claims denial, prior authorization, and downcoding data to the Arizona Department of Insurance and Financial Institutions, which will then aggregate the information into a publicly available report.</p>
                <p>This critical reform will ensure the physician and broader healthcare community has access to comprehensive data to support future insurance reform efforts.</p>

                    patient brokering statute to make it a felony for a provider to "steer, advise, recommend, or encourage" a patient regarding their health insurance coverage.</p>
                <p>While ArMA shares the goal of addressing fraud and abusive patient referral schemes, the bill's language is so broad and vague that it would ensnare routine doctor-patient interactions. The bill passed committee along partisan lines, though
                    the sponsor and committee members committed to addressing the significant problems with the legislation.</p>
